GENERAL INFORMATION

The Journal: "ACTA TECHNICA NAPOCENSIS ELECTRONICA-TELECOMUNICATII (ELECTRONICS AND TELECOMMUNICATIONS)" ISSN 1221-6542 from Technical University of Cluj-Napoca, Faculty of Electronics, Telecommunications and Information Technology have the aim to promote new ideas and results of the research effort of the educational and research staff. In this frame it can be seen as a mirror of research activity not only of professors or PhD graduate students, but also of different members of the scientific community worldwide. Technical papers with applied purposes are also encouraged for publication. The Journal is continuing the tradition of the Electrical Engineering Section of "Scientific Bulletin of the Polytechnic Institute of Cluj-Napoca", with a rich history going back to 1961. Starting with Vol. 37/1997, of the scientific Bulletin of the Cluj-Napoca Polytechnic Institute –Electrical Engineering Section, it will continue to appear under the new name ACTA TECHNICA NAPOCENSIS, Electronica-telecomunicatii. A group of enthusiasts gathered in the first Editorial Committee, began publishing a new Journal in Electronics and Telecommunications, Acta Technica Napocensis - Electronics-Telecommunications. This first editorial committee was headed by an outstanding personality of Technical University of Cluj- Napoca, Regreted Professor, DHC Costin Miron (1932-2017).

The main objective is to disseminate the current results of fundamental and applied research of the members of the faculty. The editorial board encourages the collaboration with other researchers from different universities in the country or outside the country. In this frame our intention is to transform our national journal in an international one. Electronic distribution is already implemented, in cooperation with an increasingly  number of international scientific databases (see below- abstracting and indexing).

The official language of the Journal is English.

The Journal is issued under the direction of a local editorial board and with the valuable help of editorial and scientific committee formed by high-level professional academic people from the main technical universities over the country and abroad.

The Journal has four editions within a year, two spring editions (March/June) and two fall editions (September /December), corresponding to the University's semesters activity. The Journal is assuming a short publishing cycle, unlike similar Journals, the target is 8-10 Weeks from the moment of paper submission, if the official deadlines are respected.

Important: The date of issue is for online content (on Journal site). Printing process takes usually two to four weeks.

Romanian National Council of Scientific Research in Higher Education (CNCSIS) is rating (latest evaluation - 2011) the journal in B+ category (the highest, A, corresponding to ISI rated journals).

EDITORIAL POLICY AND REVIEWING PROCEDURE

Authors are invited to submit complete unpublished papers, which are not under review in any other conference or journal. We expect papers to be submitted in a state ready for publication, but without the name and affiliation (blinded). The review procedure is double blinded. The author’s identity is known only by the editors and should be sent in a separate file or in the mail body.

We recommend for authors to perform, before submitting the paper, a preliminary plagiarism check, using at least one of the following free checkers: www.plagium.com, https://plagiarismcheck.org/  or similar.

 

Starting with number 1_2016 the papers are verified by the Editorial Committee with Turnitin for plagiarism.

 

A paper is judged in the state that it is submitted. The members of the Editorial Board are checking first the originality of the paper using plagiarism detectors. If no clear sign of plagiarism is detected, the paper is delivered for reviewing. All contributions are reviewed by three members of the Scientific Board and Editorial Board.

Reviewers are asked to comment on the following aspects of submitted manuscripts:

·        novelty and originality of the work;

·        interest to the community of researchers;

·        significance to the field, potential impact of the work, conceptual or methodological advances described;

·        study design and clarity;

·        evidence supporting claims and conclusions;

·        formal aspects of the paper

The reviewers are filling in an Evaluation Form or an Extended Evaluation Form. Each reviewer evaluates the paper in three possible categories:

1.      Accept in present form (might include some marked-up minor typo/grammatical changes);

2.      Accept, author should consider suggested minor/major content revisions;

3.      Decline. If one of the reviewers declines the paper, indicating clearly the reason (plagiarism, serious scientific errors), the paper is rejected automatically.

In special cases, when a split decision of reviewers on a specific paper is pending, the Editor in Chief can ask to the author to re-submit a new version of paper, after a serious revision, based on reviewers’ observations. In this case the reviewer with a minority opinion could be replaced.

Accepted authors are sending the paper (with name and affiliation) in final format (camera ready), Copyright Form and a proof of publication fee payment*  (scanned copy).

 

SCIENTIFIC MISCONDUCT AND OR FRAUD

Scientific misconduct is defined by the Office of Research Integrity as "fabrication, falsification, plagiarism, or other practices that seriously deviate from those that are commonly accepted within the academic community for proposing, conducting, or reporting research". In cases where there is a suspicion or allegation of scientific misconduct or fraudulent research in manuscripts submitted or published, the Editors reserve the right to impose sanctions on the authors, such as:

·        immediate rejection of the manuscript;

·        banning author(s) from submitting manuscripts to the journal for a certain period of time;

·        retracting the manuscript;

·        possible alerting editors of other journals and publishers;

* Publication fee for 2019-2020 is 50RON/paper (approx. the equivalent of 12 EUR) and includes a copy of the Journal. For authors from developing countries, the Journal, on request, can offer free publication. To receive printed copies, the exempted authors should pay the expedition fees (contact Mrs. Doris Csipkes). The fee can be paid by bank transfer in the account of the University RO33TREZ216504601X007222 or directly to the cash desk of the University (Daicoviciu street).
